Gen. Muhoozi Kainerugaba, The New NRA-NRM Ideological Master

The difference between Gen. Kainerugaba and his father, mentor, supervisor, commander, and President Yoweri Kaguta Museveni is that, whereas Museveni was the rebel leader against the government, Gen. Muhoozi is an in-house rebel leader now within the NRM.

A section of top NRM party leaders, including the Secretary General Richard Todwong, the ICT Minister, and the NRM Vice Chairman for Western Uganda, Dr. Chris Baryomunsi, Investment and Trade Minister Eveline Anite among others, have warned Gen. MK against engaging in politics, implying they still don’t embrace his movement against the existing movement headed by President Kaguta.

Could Gen.MK be the new commander of the NRA-NRM ideologies? Are NRM party leaders stuck with the Gen MK Movement? The answers are in both the differences and similarities between MK and his father, Gen. Museveni, since he is the overarching Alpha and Omega of the regime.

A section of political pundits both in Uganda and the region have raised concerns about the apparent bilateral relationships between Uganda and Rwanda, which have improved to a greater extent within the past year.

Using his birthday as a public reason as to why he frequents Kigali to meet his uncle, President Gen. Paul Kagame, Gen. MK remains no stranger to Rwanda but a senior diplomat who restored the existing peace and relationship between the two countries.

There are, of course, several questions not answered both within Cabinet, the NRM, and the regime. Could Gen.MK be face-lifting the current NRM ideologies to match the changing political trends around the world?

This week, Gen. MK is apparently back in Kigali to celebrate his 49th birthday fete organized by his uncle, Rwandan President Kagame.

In his entourage were two senior ministers, including Hon. Norbert Mao of Constitutional Affairs and Security Minister Jim Muhwezi, MP Lillian Aber, and media guru Andrew Mwenda, among others.

Ordinarily, pulling a cabinet member for any official travel to a foreign country requires the approval of President Museveni, which we presume Gen. MK did, and if so, then this is a direct stamping of Uganda and Rwanda’s peace restoration under Muhoozi’s mediation.

Could it also be possible that the two senior and critical cabinet members went to deliver President Museveni’s commitment to supporting the MK Movement to Gen. Paul? The answer remains speculative in the circle.

Now that senior cabinet members have started engaging in various MK Movement activities with the approval of NRM Chairman, President Museveni, what does it serve to explain to several NRM senior leaders who had previously considered this a political comedy and branded this movement full of youths irrelevant?

We await what Minister Mao’s legal and political oration will tell Ugandans upon return, whether or not he went with the approval of his boss, President Kaguta, and perhaps the activities.

Recently, while at Acacia Mall in Kampala, a senior cabinet member from Central Uganda told me how they have opted to remain silent about the MK moment upon realizing it has huge backing from the cabinet chairman.

“Many of us in Cabinet have opened up to comment about this MK project to avoid being misunderstood by the First Family. I have also advised most members to either remain quiet or openly support the project because it is here to usher Uganda’s democracy into a new dose of ideologies and dimensions,” the cabinet member said.

According to this member, the MK project has overridden their thoughts since they took it to the countryside and received huge support from youths.

The MK Project, which most top NRM leaders in cabinet, parliament, etc. rubbished as political comedy, has been to the Central, Sebei, West Nile, and Western regions, among others. Recently, while in Kigezi, MK held a mega rally in commemoration of the reopening of the Gatuna-Katuna border between Rwanda and Uganda. Former IGP Gen. Kale Kayihura attended the party.

With Gen.MK engaging directly with the most NRA generals lately, including Gen. Muhweizi, Rtd. Lt.Gen. Beesigye, Gen.Kayihura, and Gen. Otema Awany, among others, his chances of becoming the next president of Uganda have shot high politically.
