Inside Museveni’s Biting Directives to DPP, CID Unit on Corruption Cases

A few days ago, President Yoweri Kaguta Museveni issued a stern warning to government officials involved in corruption, saying they must pay heavily for their crimes.

“Corrupt government officials must go to jail, and they must lose opportunities for leadership, but they must pay back everything they have stolen,” said H.E. Kaguta Museveni.

A highly placed intelligence source has revealed that President Museveni recently issued a directive to both the Police CID and DPP to ensure that any government officials found culpable for any corruption-related event must be arrested, charged, and tried in the Anti-Corruption Court.

In his directive, the president also ordered that such officials be made to pay for their crimes by refunding the loot they took from the government.

President Museveni has repeatedly denied allegations of shielding corrupt top government officials.

According to the source, it is against this background that the President recently issued a stern warning to CID and DPP to ensure that all those involved in any corruption practices are arrested, charged, and tried.

It’s been revealed that President Museveni has also ordered CID to immediately review and act on the recent DPP guidelines regarding the files of ministers, MPs, and other officials imitated in the alleged diversion of Karamoja iron sheets that were sent back last week.

The source adds that President Museveni has, in recent weeks, been personally engaging with the DPP and CID to ensure that all those involved in the Karamoja iron sheets are charged since there is concrete evidence.

According to another source within the president’s aides, he has prepared a new cabinet list that will definitely see those implicated and currently being tried in court replaced, including those who were involved but never arrested or charged.

The president is also said to be concerned about the current corruption in the Office of the Prime Minister and how the institution of Parliament has been handling certain critical issues within the country.

His current modus operandi, according to the source, is said to have been informed by the intelligence dossier, which has exposed several top officials who have made large plots of wealth from unjustifiable sources, including corruption and constant emphasis from Gen. Muhoozi Kainerugaba, who is revealed to have stressed to the President to take tough action against corrupt officials.

It has also been established that in the next cabinet reshuffle, which is quite due, the list is said to be dominated by several young people, apparently recommended by Gen. Muhoozi, including those from the opposition and senior military officers.

Previously, most government officials involved in corruption practices had been able to survive and get away with the cases.

So far, three ministers, including Dr. Mary Goretti Kitutu (Karamoja Affairs), her junior minister Agnes Nandutu, Amos Lugoloobi, the Minister of State for Finance, and a senior assistant secretary in the OPM, have been slapped with corruption charges and are currently in the Anti-Corruption Court.

So far, two ministers, Kitutu and Lugoloobi, have been granted cash bail on medical grounds.

They are accused of diverting iron sheets meant for vulnerable people in Karamoja sub region. DPP recently sent back several files to police for further investigations and management.
