The Member of Parliament for Kole North County, Dr. Samuel Opio Acuti, has petitioned Justice and Constitutional Affairs’ Minister Norbert Mao over the delayed compensation of Aculbanya Secondary School with a new bus as directed by President Yoweri Kaguta Museveni.
MP Dr. Opio Acuti said President Museveni had previously directed that Aculbanya SS in Aboke Sub County, Kole District, be given a brand new bus as compensation for the school Lorry that was earlier taken by the NRA in 1987.
MP Acuti made this submission while appearing before the legal and parliamentary affairs committee that was discussing the budget framework paper for the financial year 2024-2025 for the Ministry of Justice and constitutional affairs on Thursday, January 11th.
During his submission, he indicated that in 1987, the NRA took the Aculbanya truck registration number UE 0229 to assist in security operations against the Lords Resistance Army.
The truck, however, was never returned after the end of the insurgency.
In 2017, the President, after several follow-ups by the school, wrote to the Attorney General, directing him to compensate the school with a bus for the truck that had been taken.
In 2020, the Principal Private Secretary to the President, Dr. Kenneth Omona, wrote a reminder to the Attorney General on the same matter.
As the MP, he indicated having written on January 6, 2022, reminding the Attorney General about the compensation.
“A written response was given stating that the bus compensation would be handled immediately. However, two years later, no much progress had been made despite commitments being made even by Hon. Norbert Mao last year when he raised it,” said MP Dr. Opio Acuti.
He asked the committee to intervene and have the compensation amounts for the bus captured in the 2024–2025 budget.
