What You Need to Know About VP Major (Rtd) Alupo

On 8th June, 2021, Major (Rtd) Jessica Alupo was appointed the Vice President of Uganda by President Museveni and immediately she was approved by the Parliamentary Appointment Committee on June 14th.

A retired Senior Military Officer, Alupo holds a Bachelor of Arts in political science and linguistics, and Diploma in Public Administration and Management from Makerere University.

She also holds the Master of Arts in International Relations and Diplomacy, as well as Master’s degree in Public Administration both from Makerere University.

 Born on 23 May 1974 in Katakwi district, Alupo attended Apuuton Primary School and later went to Kangole Girls School in Napak and later Ngora High School, where she completed her secondary school education.

She earned a Bachelor of Arts degree in Political Science and Linguistics from Makerere University in 1997, and a Master’s degree in International Relations and Diplomacy from the same university.

Additionally, she obtained a Diploma in Public Administration and Management from the Uganda Management Institute, as well as a Master’s degree in Public Administration.

Before entering politics, Jessica Alupo worked as a teacher at Katakwi High School. She also served as an instructor at the Uganda Urban Warfare Training School in Singo, Nakaseke district, and as an intelligence officer at the Chieftaincy of Military Intelligence (CMI) in Kampala.

She became the Katakwi woman MP in 2001, and was reelected in 2006 and 2011, but was unsuccessful in the 2016 elections. However, she was re-elected as the Katakwi woman MP in 2021.

In 2009, she became the State Minister for Youth and Children Affairs. In 2011, she was appointed Minister of Education and Sports, and in 2021, she was appointed Vice President, becoming the second woman to hold this position in Uganda.

During her time as Minister of Education, she led the establishment of the Student Loan Scheme and the quota system, as well as the initiation of two public universities: Muni University and Kabale University. However, these institutions became fully operational after her tenure as education minister had ended.
