On January 18, 2024, Uganda woke up to shocking news about the demise of former Dokolo woman Cecilia Barbara Atim Ogwal from India, where she had gone to access specialised medical treatment.
The deceased was laid to rest on January 27th at her marital home in Alito Sub County, during a funeral that was attended by over 25,000 mourners, with Vice President Maj. (Rtd.) Jessica Alupo being the chief mourner since she had represented President Yoweri Kaguta Museveni.
A highly placed source from Dokolo has revealed that Dr. Rosemary Alwoc Ogwal (PhD), her daughter is set to contest the forthcoming by-election to replace her mother in the 11th Parliament.
The decision stemmed from a decision of both local, opinion leaders and voters who, shortly after the burial, quickly mobilised themselves from about 60 parishes and resolved to have Dr. Alwoc replace her mother in the August house.
“The move was further persuaded by a delegation of voters from over 60 parishes in Dokolo district who made an impromptu visit to the family after the burial at Alito, Kole District, and asked that Rosemary Ogwal take over the mantle. They highlighted several church, education, livelihood, and development projects that were ongoing at the time of her demise,” said the family source.
The source indicates that after the burial, a family meeting was held in which the late Cecilia Ogwal’s legacy was reviewed and unfinished projects discussed.
A source revealed that the delegation has also asked to meet President Museveni, the Speaker of Parliament, and the top leadership of the Lango Parliamentary Group to convey their decision and request for support.
In their arguments, the delegation briefed the family on a number of the unfinished projects that needed parliamentary representation to actualize them. They also noted the need to continue some of the charity projects that the late Cecilia Ogwal had started.
“After several hours of discussion, they agreed to front the eldest daughter, Dr. Rosemary Alwoc Ogwal, to contest for the Dokolo Woman MP position,” said the source.
Dr. Rosemary Alwoc Ogwal studied at Mt. Mary’s Namagunga from S1 to S6 and later went to the UK, where she studied her undergraduate degree in law and later her Masters and PhD in economics. She has been practicing as an economist.
According to the electoral laws, bye elections are expected to be held within 60 days after Parliament declares a seat vacant.
